KPK Starts Focus on Transaction, BPK Confirms Audit Authority

JAKARTA - The Corruption Eradication Commission (KPK) tracked the financial transactions of suspects and parties related to the alleged corruption case of AgustaWestland 101 (AW 101) helicopter worth Rp738 billion in the 2016-2017 fiscal year.
KPK spokesman, Febri Diansyah stated, the investigation into alleged corruption case of procurement of AW 101 helicopter budget in year 2016-2017 in the environment of Indonesia Air Force which handled by KPK still ongoing. This means the case is not stagnant.
He said that KPK institutionally continues to coordinate and share information with TNI in this case the TNI Military Police Center (Puspom).
The reason, KPK handle investigation suspects Director of PT Diratama Jaya Mandiri, Irfan Kurnia Saleh. Meanwhile, said Febri, Puspom TNI handle several suspects from the military element.
He revealed, in the process of investigation in the Commission there are recent developments on alleged transactions made suspects and/or parties involved in the procurement process AW 101 helicopter.
"The KPK deepens the transaction of what the IKS (Irfan) suspect is doing with the other parties, the other parties may be suspects set by the TNI POM or other witnesses," Febri said at KPK building, Jakarta, Thursday (12/10).
"Because it is suspected before the formal procurement process occurs, there are already preliminary discussions related to the transaction of the parties. I have not received any information related to the fee, that is all that we are in at the moment," he added.
Febri said that on Thursday KPK investigators actually scheduled the examination of two witnesses for Irfan suspect. They are two Marketing (Funding Officer) Bank BRI Branch TNI Headquarters Cilangkap, Bayu Nurpratama and Ratna Komala Dewi. But both are not present.
Bayu checks are rescheduled on Monday (16/10). While the ailing Ratna was rescheduled on Friday (20/10). For the examination material on Bayu and Ratna, Febri can not be sure. He also has not been able to conclude whether the office of Bank BRI Branch TNI Headquarters Cilangkap a place of alleged transactions of suspects and parties concerned.
"Related to the locus (where the occurrence of transactions) or people in the inspection process this time we can not say," he said.
Febri continued, in connection with this case has also done two things. First, the KPK together with the TNI Puspom have conducted a physical check of AW 101 helicopters. Secondly, the KPK has asked the State Audit Board (BPK) to perform the state loss calculation in procurement of AW 101 helicopters.
"Now the process of finalizing the calculation of state losses by BPK from the preliminary findings is now being processed further, so from the beginning we have coordinated with BPK," he said.
Meanwhile, Member of Supreme Audit Agency (BPK) Firman Sampurna acknowledged the agency received a letter from the TNI Commander General Gatot Nurmantyo in connection with the AugustaWestland AW 101 helicopter's request.
Nevertheless, Agung did not want the public to assume that BPK audited as intended by Gatot. He also did not mention exactly when the letter was received by BPK.
"But the type of examination we will set," he said in a press conference in Jakarta, Thursday (11/10).
Agung stressed that only BPK has the authority to calculate and set state losses on alleged loss of AW-101 helicopter purchase. According to him, no other institution has the authority to do so, including for internal audit.
"We have never done the calculation of state losses against AgustaWestland," he said.
BPK said the helicopter audit was also part of a major weapons system tool (defense equipment) in the Ministry of Defense.
