JAKARTA - 15 November 1964, the Army Weapons Procurement Director Gen. Hartono announced Indonesia would be tested an atomic bomb in 1969. He said about 200 scientists are working to produce the atomic bomb.

Following the July 24, 1965 President Sukarno declared, "It is God's will, Indonesia will soon produce its own atomic bomb," he said as quoted by Robert M. Cornejo in "When Sukarno Sought the Bomb: Nuclear Aspirations Indonesian in the Mid-1960s," The Nonproliferation Review Vol. 7 in 2000. International public was shocked. Western countries and allies worry and protest. Australian Defence Minister Shane Paltridge said Hartono statement should not be underestimated. Malaysian Deputy Prime Minister Tun Abdul Razak, who felt very threatened, ordered a serious investigation of Indonesia's efforts. US frustrated with Indonesia's act, and diplomat-diplomats in Jakarta started to investigate.

The US got a conclusion, Indonesia's nuclear capability is not sufficient to produce a bomb. Therefore, writes Matthew Fuhrmann in Atomic Assistance: How 'Atoms for Peace' Programs Cause Nuclear Insecurity, "although there is a desire (Indonesia making bombs, ed.), The US continued its support to the nuclear program in Indonesia." In September 1965, US and Indonesia to re-sign nuclear cooperation agreement.

A revision of the treaty in 1960, where Indonesia must allow IAEA inspection of its nuclear reactor, included in the new agreement. It aims to control Indonesia feared not return the uranium supplies from the US and use it to make a bomb.

However, the tempest in 1965 changed all that. Sukarno's rule continues to weaken and eventually fall. The Suharto government had no interest in developing a nuclear bomb. Nuclear agreement with the US that Indonesia fully used for the purpose of science, agriculture and economic development.
