JAKARTA - PT Kereta Cepat Indonesia China (KCIC) asked to revise the feasibility study or feasibility study fast trains Jakarta-Bandung project that megaproject concession signed soon.

Transportation Minister (Menhub), Ignatius Jonan explained several points that must be met before bagging KCIC for concessions. Among these points, Jonan ask for details of the cost of investments that are tailored to the trace length and number of stations.

Based on the feasibility study, PT KCIC include the value of investments 152.3 km worth US $ 5.573 billion for route Gambir-Tegaluar. Meanwhile, the Trace Licensed KP.25 / 2016 only allows trace construction along the 142.3 km from 152.3 km and the number of stations was reduced from seven to four stations.

"We demand the revision because the trace that issued along the 142 km for Tegaluar-Halim route," said
Jonan in the hearing of Commission V, the House of Representatives, Thursday (25/2).

According to the MOC, the revised value of the investment that goes into this feasibility study is required for the provision of concessions. He claimed not to know the count of investment to trace 142 km.

"I do not know why we wait count them," he said.

Determination of trace also on the basis of proposals KCIC, nine regents and two Governors, the Ministry of Transport sent a letter to nine Regents to immediately resolve the RTRW.

Meanwhile, the reason for the reduction of the number of stations for the Ministry of Transportation (Kemenhub) would like Fast Trains Jakarta-Bandung has reached the maximum speed of 350 km/h.

Related studies reinvestment, the Ministry of Transportation (Kemenhub) and its board has given a written response on 5 February to audit financial documents.

Based on the calculation of the Kemenhub, Director General of Railways, Herman Dwiatmoko say if reduced 10 km of 152.3 km to 142 km, then the calculation will depend on the model construction.

"Ten kilometers from Halim to Gambir was worth passable. Less than 4 trillion if construction is elevated, if the tunnel is less Rp10 trillion," he said after a meeting with the Commission V.

Count construction tunnel model is similar to a matter where the MRT investments valued at Rp1 trillion per km.

Moreover, MoT also asked to submit KCIC railway infrastructure including roads ground fast train on the track Jakarta-Bandung. However, KCIC willing to give up land that is his alone.

"Against the infrastructure on lands not owned KCIC, then the land will not be handed over to the Ministry of Transportation," said the MOC.

As for the land to be acquired for the project KCIC reached 650 hectares. Meanwhile, the rest of the land to trace along the 5 km in Walini is land owned by PTPN VIII and float construction built on the side of Jakarta-Cikampek up to Cipularang is land owned by PT Jasa Marga (Persero).

President Director of PT KCIC, Hanggoro Budi Wiryawan admitted he pointed Sucofindo to prepare investment calculation and this calculation is still running. Related depreciation, he claimed not to know for sure how many details.

"There is a forecast value of investments shrink.
But there's an additional cost. We have to free up land for the LRT alignment replacement in Bekasi," he said, Thursday (25/2).

In addition, KCIC should also be freed 100 hectares of land for the production of substitute Perum Perhutani forest land in Purwakarta.

Clause relating to the delivery of infrastructure, he insists KCIC can not hand over land that does not belong to the company, for instance toll media land in which there is ownership of the Ministry of Public Works and Public Housing.

"We are the useful life by asset utilization status and in fact the government at the end of the concession period does not need to buy the land for the land, and the land of the government. Live diverted," he added.

For more clauses into the terms of concessions, he said KCIC still processing it. He hoped the concession to be signed after the results of an independent audit team or Sucofindo completed.

"Feasibility study following a revised later. But this is all still in talks with the Ministry of Transport," he said.
